Cross-check (or 'XCheck') is a system run by Facebook that double checks the posts of over 5 million 'VIP' users, including Donald Trump, Elizabeth Warren and Brazilian footballer Neymar.
According to Meta VP Nick Clegg, Cross-check aims to prevent potential over-enforcement ('when we take action on content or accounts that don’t actually violate our policies') and to double-check cases where there could be a higher risk for a mistake or when the potential impact of a mistake is especially severe.
Whitelist
A whitelist or allowlist is a list or register of entities that are being provided a particular privilege, service, mobility, access or recognition. Entities on the list will be accepted, approved and/or recognized.

Cross-check is seen to have suffered from serious transparency and accountability issues:
Decision-making process. The decision-making process for Cross-Check is not transparent and it is unclear how Facebook determines which content to review and how it makes decisions about what content to remove or leave up.
Data collection and use. Facebook has not provided clear information about how it collects and uses data from Cross-Check, including how it uses this data to inform its moderation decisions.
Errors and mistakes. Facebook has not provided clear information about how it handles errors or mistakes made during the Cross-Check process, including how it corrects them and what measures it takes to prevent them in the future.
Accountability and oversight. Facebook has not established clear mechanisms for accountability and oversight of the Cross-Check programme, including how it responds to complaints or appeals from users.
Government and law enforcement requests. Facebook has not provided clear information about how it handles requests from governments and law enforcement agencies for information about users or content, including how it responds to these requests through Cross-Check.
Cross-check has been criticised for the unequal enforcement of rules and delayed moderation, with unsafe and dangerous posts by VIP remaining on Meta platforms longer than for others, as well as for prioritising commercial interests over human rights, values and ethics.
